The Oregon Department of Transportation will not open the outside lane of Third Street, nor the southbound ramp onto the Bend Parkway, until after the Wednesday evening commute, ODOT spokesman Peter Murphy said this morning. Concrete pouring is getting underway later than expected and curing....
