Landowner sues Bend over building rights

Two lawsuits target city for up to $10.8M over property it deems a ‘landscape buffer’

A west-side landowner has sued the city of Bend — twice — for up to $10.8 million.

The lawsuits’ origins date back to November 2003, when Scott Dahlen bought a 1.9-acre parcel that borders Mt. Washington Drive from Broken Top Partners Limited.
