Hate crimes rare in Central Oregon

Numbers steady since 2000, but cases often nonviolent

The FBI reported six hate crimes last year in Central Oregon, up from one in 2005.

They include Hispanic slurs, a verbal fight with a lesbian and a swastika painted on a horse stall.
