Wondering whats up with Bends lights?

Some strands are shining and some arent in 'a city that could absolutely sparkle. Officials are trying to fix the problem.

In front of Edman Furniture on Wall Street in downtown Bend on Tuesday, a bicycle draped in large red and green holiday lights cast bright colors across the sidewalk. Above it, a string of lights and two stars dangled unlit between trees.
