ODOT wants a plan for roads before property is developed

Gary Walker thought it was simple. He owns a parcel of land, a developer was interested in buying it and as long as he could get it rezoned, it was supposed to be a done deal.

Fast forward two years: Walker’s land is still empty, the developer is gone and he realized it’s not....
