Judge orders Phyllis Rich to pay $13.4M in restitution to investors

The former chief operating officer of Bend-based Pac Equities has been sentenced to more than four years in prison and ordered to pay more than $13.4 million in restitution to the firm's former investors, according to an announcement Wednesday from the U.S. Attorney's Office.
