Deschutes scales back jail expansion to $40M

Source of funding for project remains unclear

After wrangling over how to expand the jail for more than half a year, Deschutes County has scaled back an earlier proposal and is pushing forward a $40 million expansion that would add 230 new jail beds.

It's a scaled-down proposal, but the county still has no money to pay for it.
