With ballots from all of Jefferson County's 15 precincts counted, two political newcomers appear to have upset incumbents in the race for seats on the Jefferson County School Board.

Madras-based farmer Tim Ogilvie, 41, will replace incumbent Mary Jo Deuel at Position 5, and Central Oregon Seeds....
