Senate Bill 573 would direct pedestrians wishing to cross a street to extend a raised hand toward oncoming vehicles, directing them to stop. Drivers, upon seeing this police officer/crossing guard-like gesture would be required to stop, even if the pedestrian had not stepped off the sidewalk.....
