Last Wednesday morning, Kerry Fuller, 50, did what he typically does about three times each week: The Bend resident strolled into Pilot Butte Drive-In Restaurant, placed his breakfast order at the front counter, poured himself a steaming mug of coffee and looked for an empty table.
