But inconsistent service dims the food at Cafe Rosemary

There's something not quite right at Cafe Rosemary. I can't put my finger on it, but I think it may be that the restaurant is too cavalier in the way it presents itself.

Here you have a fine-dining establishment in upscale west side of Bend with a gourmet menu and a delightfully serene....
