Humane Society of Central Oregon overwhelmed by an influx of dogs

At 1:30 p.m. Friday, Tyler, an 8-month-old Chihuahua mix, napped in a communal cage at the Humane Society of Central Oregon, waking occasionally to the cacophony of barking around him.
