If it's true that experience breeds wisdom, perhaps state legislators can find a way to help mobile home park tenants without punishing park owners. Wilsonville failed. So did Bend, even more spectacularly. The city's ornate, multifaceted protection ordinance is a shoo-in for the Rube Goldberg....
