SALEM - When the state Legislature opened for business in January, it seemed that a proposal by Gov. Ted Kulongoski to increase cigarette taxes to fund health insurance for kids was on the political fast track.
It had a catchy name - "Healthy Kids Plan" - and Democrats controlled both....
