Help. Can someone explain to me why we have a 45-mph speed zone on the Bend Parkway and the same speed zone on Third Street?

This doesn't make sense. Outside of the fact that Third Street has about 25-plus lights, crossing areas, pedestrians and bicycles, while the parkway is the closest thing....
