Deschutes halts Newberry plan

M37 waiver limits development in 55,000-acre national monument

Deschutes County commissioners decided Tuesday to grant a Measure 37 waiver in Newberry National Volcanic Monument, but only waived the land use laws put in place since 1988 in a move that would likely limit the amount of development allowed on the site.
