Senator supports raising tobacco tax to cover more low-income moms, kids

WASHINGTON - In a move breaking with the conservative line, Republican Sen. Gordon Smith this week said he would support raising taxes on tobacco as a means of financing his call to expand health care coverage for low-income expectant mothers and children.
