SUNRIVER - Sgt. P.J. Beaty drove through the streets of Sunriver on Friday, watching for people breaking traffic laws.

A woman drove by without a seat belt. A man swerved head-on into Beaty's lane and then back out again.

Beaty could not pull them over. "I can't even do that," he said.....
