Madras administrator leaves behind childhood of poverty, homelessness

MADRAS - When Mike Morgan arrived in Central Oregon, he did not own a pair of shoes.

The Madras city administrator, now 58, was 12 years old when his parents' jalopy rolled across the line from California to Oregon toward one of many temporary residences, this time a labor camp in Redmond.
