Owner of golf net site sues city after M37 claim denied

The owner of Central Oregon Holdings has filed a lawsuit against the city of Bend, demanding it reimburse him nearly $4 million for reducing the value of his 15-acre property at the north end of town that once housed 100-foot towers and golf nets.
