SALEM - Oregon lawmakers agree they missed an opportunity in the 2005 session when a multifaceted plan to spur renewable energy development got caught in end-of-session politicking and flamed out.

Legislative leaders and Gov. Ted Kulongoski say that mistake won't happen again this year.
