A Millican resident has appealed Deschutes County's decision to allow a 365-acre basalt mine in the Millican Valley to the state Land Use Board of Appeals.

Opponents have argued the mine could harm nearby American Indian rock art, add traffic and disrupt water supplies and ranching in the area.....
