Rain floods underpasses around Bend

Steady rain clogged up traffic Saturday afternoon in Bend, flooding Franklin Avenue where it dips under the parkway and Third Street under the railroad tracks, according to Deschutes County 911 dispatch.

The underpasses were both closed around noon and reopened around 1:45 p.m.
