Agency manages cougars

State plan aims to control cats' conflicts with humans

This summer, Helen Webre sent out a letter of warning to her Woodside Ranch neighbors in southeast Bend: A cougar in the area had killed a neighbor's dog, and left a deer with "missing parts" near another neighbor's yard.
