Landfill battles litter

Just because the Knott Landfill is full of garbage doesn't mean it has to look like a dump.

To that end, Deschutes County's landfill spent $120,000 last year picking up litter inside the landfill. The program may seem strange. Litter belongs in the dump, after all.

But keeping plastic grocery....
