Tammy Palmer gazed down at the bell splotched with red and green paint cupped in her hand. Her youngest son made it for her as a Christmas ornament when they lived in Slidell, La., and she hung it on the tree every year.

Wind chimes jingled as a breeze drifted across the balcony of Palmer's Bend....
