Drake Park shooter told police the victim was his closest friend

Peter Thomas Phillips, charged with the murder of an 18-year-old man on the Drake Park footbridge in 2004, agreed to plead guilty to manslaughter and a weapons charge Wednesday in exchange for a 15-year sentence.
