Hearings officer says no to new Wal-Mart

Green: Retailer doesn't have sufficient plan to accommodate traffic

Wal-Mart lost the first round Monday when Hearings Officer Karen Green denied its application for a 217,000-square-foot supercenter in Bend at the corner of U.S. Highway 97 and Cooley Road.
