Bend aims to revamp finances

City struggles to fund community services, including law enforcement

In 1998, the city of Bend had 1.74 police officers for every 1,000 people. Today, the number has dropped to 1.12 per 1,000.

The numbers mean little to most residents, but in cases of emergencies, it could have serious consequences.
