As Gov. Ted Kulongoski contemplates declaring a state of emergency in parts of Oregon, Central Oregonians may find themselves paying out of pocket for repairs to homes and businesses flooded during Friday's downpour.
That's because a standard homeowner's insurance policy doesn't cover flood....
