Institution plagued by low ratings, turnover shows signs of improving

MADRAS - Sometimes the little things can make a big difference. Like letting kids chew gum at school. That long-time bane of teachers is no longer banned at Jefferson County Middle School, said Principal Steve Johnson, and he thinks kids appreciate it.
