Martin Kuba, of Bend, is looking forward to taking his wife Carrie and 17-month-old daughter Bella to a park and maybe out to dinner next week.

The plans aren't grand, but for the Kuba family, public outings haven't been possible for most of the two years they have lived in Bend.
