Property owner sues city of Bend

A property owner in southwest Bend has brought the first lawsuit against the city of Bend under Measure 37.

Kim D. Ward is seeking $2.2 million from the city. Ward's suit says he is entitled to the money because the city failed to waive land-use regulations on his land, as allowed by Measure 37.....
