Oregon has more than halved spending that combats smoking

In the late 1990s, Oregon was a model for the nation. Voters passed Ballot Measure 44 in 1996 increasing the state's tobacco excise tax by 30 cents per pack and designating 10 percent of the proceeds to fund a tobacco-prevention program.
