REDMOND - Nick Erfkamp, a Scout with Troop 160, carefully taped wings onto a paper rocket for 4-year-old Andrew Padlock at Deschutes County Fair.

"My own rocket!" Padlock said.

"Your own rocket," the 11-year-old Scout echoed. "Lucky you."
