Good call on premiums

It is likely that only a handful of Oregonians will be affected by a change in the Oregon Health Plan now on its way to Gov. Ted Kulongoski. But for that handful, the change is good news, indeed. Charging health insurance premiums to the state's poorest individuals never did make much sense.
