MADRAS - As sure as rain falls on the plain each spring, Norma Richardson, 76, has been there to take a measurement.

For the past 60 years, Richardson, owner of Richardson's Rock Ranch, has made monitoring daily rainfall for the National Weather Service part of her daily ritual.
