K-12 set-aside won't end financing debate

We don't know where legislators got the idea that they could end debate on school funding by dedicating a set percentage of tax proceeds to K-12 education, but they ought to get over it.

The number du jour is 51 percent of personal income taxes, and the bill that would dedicate it to schools....
