As I went about my peripatetic pursuits in Bend today, 44 days after April 11, I heard on two different vehicles the tinny sound of studded tires trashing asphalt at the expense of us taxpayers. Studded tires should be taxed by the stud, not by the tire.I suggest that next year all local law....
