Phil Johnston spent 29 years as a volunteer firefighter for Jefferson County Fire District No. 1. Now he wants to try running things.

Johnston, 50, is running against Madras math teacher Annette Russo Bittorf for Position Two on the Jefferson County Fire Protection Board.
