Burns is not often thought of as an art capital. Located 130 miles east of Bend amid the sagebrush and rabbitbrush of the Harney Desert, the dusty, crossroads town is better known for its outlying ranches, as the seat of Harney County, or as the gateway to Steens Mountain.
