We'd hardly call it urban, the subdivision proposed north of Prineville that has neighbors in a swivet. After all, the developer plans to put just 56 homes on 24 acres and leave a chunk of open space to boot. For those living nearby, however, the proposal sounds about as appealing as a 10-story....
