SALEM - A camera flickered to life at 7 a.m. Thursday in a Capitol hearing room as the five state lawmakers who represent Crook, Deschutes and Jefferson counties nursed early- morning cups of coffee. They waved into the camera.
On an oversized screen, more than a dozen familiar faces waved back....
