A Bend man accused of committing a murder in Drake Park pleaded not guilty to all charges filed against him in Deschutes County Circuit Court on Thursday.
Peter Thomas Phillips, 21, allegedly shot and killed Daniel Robert Carter, 18, on the Drake Park bridge the evening of Sept. 20.
