City considers setting downtown height limits

Bend City Council heard the first reading of a proposal Wednesday night to adopt absolute building height limits downtown, but struggled with the parking problems attendant to such growth.

Under the proposed revisions, buildings facing Bond Street could hit five stories, topping out at 55 feet....
