Congress ought to fix flex-spending rules

Sen. Charles Grassley, who chairs the Senate Finance Committee, has prodded the Treasury Department on behalf of the many Americans who use so-called flexible spending accounts. These accounts allow people to set aside pretax money to pay medical expenses.
