REDMOND - When Shane Kimball of Terrebonne couldn't find regular work as a self-employed handyman, he scanned the newspaper ads for a full-time job.

Within two weeks, Kimball, 36, got a manufacturing job at Chase Doors in Redmond. Now, he says he will earn enough to pay rent and child....
