Higher education board also seeks ways to ease the burden on students

ASHLAND - The State Board of Higher Education increased tuition at six of Oregon's seven universities Friday and gave a preliminary nod to an ambitious scholarship plan for all low- and middle-income students at the in-state college of their choice.
