SALEM - Nobody considers it a bargain when they fork over taxes, but Oregonians continue to pay less than the national average when it comes to state government.
The state ranked 39th overall, based on a per-capita tax bill of $1,602 in 2003, according to a report by the U.S. Census Bureau.
