Police say woman plotted to kill friend while target shooting

Acting on an anonymous tip, Redmond police arrested a woman at the Wal-Mart parking lot Sunday night for allegedly plotting to shoot her friend while the two practiced target shooting on public land east of Redmond later that evening.
